Across the Nordic region, civil defence shelters are once again becoming a policy priority, reflecting a changing security environment in Europe and a renewed focus on total defence. Many shelters originally built during the Cold War are now being revived, with systems reassessed, upgraded, and in some cases expanded through new construction.
For housing providers, municipalities, and policymakers, this means that shelters are no longer residual infrastructure from the past but becoming an active part of regulation and building design, with direct implications for planning, construction, and property management.
